Or perhaps it's more like a general introduction for time being an essential concept/plot device for the new show.
Imagine the theme song set to this pace during the intro, it wouldn't work at all. I really doubt that they will exclusively use this version.

Are there other composers beside Badalamenti? Also, is Julee Cruise going to have new songs in the show, or is she only an actress?

Correct- we have no idea what the soundtrack will bring. Will they use some old tracks as is? Will there be newly recorded versions of old tracks? But using slowed down versions of existing tracks was something they did on the old show often, so this version of the theme fits in with that. I'm guessing Lynch will be contributing music this time (as he did for FWWM). Lynch mentioned in a Skype session with an Israeli university (can't remember when, but it was obviously post-2014) that he and Dean Hurley were working on new music for Twin Peaks. That song he wrote for Inland Empire, "Ghost of Love", is a pure gem.
