No clue but lots of regional Netflix accounts have started following Lynch recently. Someone could probably find out how recently if they had Twitter API access and checked followings by chronological order. I don't have the energy so I'll just assume they're old follows and aren't related.
The sycamore tree one is odd, though. The only place I can find that quote is on their twitter profile. All Google crawls are relatively recent, too: Aprilish, I think.

I remember on the BTS some footage of Lynch struggling lighting the warehouse scenes, complaining there was "no mood" and seemingly not getting very far with the cameraman in terms of altering things. Maybe Deming was brought in to consult on how to light some of the moody scenes, possibly even drawing up some rigging designs that could be repeated without him?

Everyone is different, of course, but honestly it could be he's ready to get back to work. Personally (psychologically) speaking, I will often let my hair grow out or not shave for a while and give myself a deadline to get down to a certain weight before doing those things so I come out fully refreshed and ready to embark on whatever it is I'm working on.

Either they have an announcement about their magazine or they know about an announcement elsewhere. Possibly both, but it isn't implied they'll be the one announcing Lynch's new show.
