You could easily make an unnofficial game, I wouldn't even bother thinking about getting permissions for an official version- it'd cost a lot in lawyers fees and there's notmuch money in selling it probably. Best way is just to avoid anything with copyright, for example, draw a sketch or get a photo of a girl resembling laura palmer and just call her "laura" rather than stealing a screenshot of her from your DVD, or rename "Special Agent Dale Cooper" to "Coop", thankfully cherry pie and coffee can't be copyrighted! I had a friend who made a reasonably profession looking card game with a laminator and a printer, laminated cards are a bit unusual, but they look and feel good, and they're really hard wearing. I have done that in the past. It works, but it is very tedious work. You can now get custom designs printed on playing cards (front and back). I've used this supplier (sorry, German text) about a month ago to print my own Twin Peaks-themed card game (based on Fluxx rules). It was extremely cheap to do and the cards turned out superbly!
(I'm sorry, but I won't release this game as I neither have the copyrights to Twin Peaks nor to Fluxx... It's for personal use only.)
Just to say we had some game yesterday with my potential editor.
It did well but I need to write it again to solve some practical/economical problems...
The game might be revealed at Cannes (FIJ) and I will almost certainly try the Boulogne contest (French people will know what I'm talking about )
But there's still work to do.
For the theme, we will either make a "Double Rocks" version OR a far more mainstream game with funny pictures.
I would prefer the former but the latter would sell better... So, my editor...

I've just finished my third version of the game rules and proto. With a bit of luck, I should be able to play some game this evening. I'll let you know.
Things are going well. There should be an indiegogo campaign in October. The great news is that it should include an English version!
The final name is Meurtre mysterieux a Deuroche at this time.
