It was definitely a conscious choice. The prison was right in the middle of the shoot. I put together a production timeline based on the dates in the behind the scenes documentaries:

I think that it is probably inferred in those scenes that doppelgänger voice has some characteristic or property that is differently modulated by electronic equipment, compared to natural voice. It would therefore be definitely interesting to hear how Mr. C would have sounded through Fireman's phonograph. Maybe he would have been mute?

Edit: Although, his voice seems normal during the phone call scene with warden Murphy. Warden hears him ("should I call Mr. Strawberry?"), so either his voice was not processed in any way (warden heard him directly), or there is something else at play. It is also interesting to note that Mr. C mostly communicates by texting (Diane) or via symbols/ideograms (Todd). He does have the Windom Earle machine though, chances are it was Windom's (as per Final Dossier, Mr C. shot Leo, so he may have pocketed it at the same time). And one time he used the phone he was transferred back from the Dutchman's to the Convenience Store, Matrix style.

I've always taken the weird voice to be the doppel's almost ridiculously bad attempt to mimick Cooper's genuine human mannerisms. Like it's something so beyond the doppelganger that he lacks even the capability to know how badly he's failing, similar to anyone who's bad at anything, really! :)

Something seemed odd about Dougie's vanity plate, I could not quite put my finger on it. No, it is not the sticker. LV stands for Las Vegas, but there is more, it is also a Roman numeral 55. In the periodic table of elements at that place we find Caesium, which is pale gold in color, just like Dougie's jacket. And then there is Dougie's car that blew up (the element is also pyrophoric). For a moment I thought that car had a similar color, but it turned out that whole scene used a similar color filter, the car was actually white.

Here is one photo of it from the web:

Some people have noticed that when Cooper returns to the "purple room" in part 3 and meets the American Girl, there is also a blue rose on a table, probably a formica table. It is hard to notice it when watching a compressed video stream.

But something else caught my attention, it is the contrast between these two scenes:

Cooper's first visit has the room lit in an ambient reddish hue (the transition from purple to red is very noticeable here), but the second visit loses the reddish glow. If you look at the ceiling, the texture is that of the lunar surface. Two additional lamps are shown rather dimly, and each casts a shadow that resembles a lunar eclipse. This scene loses the ambient lighting, and the only natural source seems to be that of the ceiling (or the Moon).

What to make of it? I do not know, except that the first scene may have something to do with Mars ("Mars door"), and the second with Moon ("Moon door"), whatever that may mean (may be be related to different chakras).

One last post before I disembark. I have not seen this mentioned elsewhere, chances are it has probably been noticed by somebody somewhere. As Cooper is climbing down the stairs of the floating platform in space, we get one last shot at the instrument that Naido switched/alternated before falling off. There are now dents that are shaped just like the ones inflicted by mother to the door in the room(s) below. Therefore, the instrument and the door(s) correspond in some way.

On my rewatch, just finished Parts 3 and 4. And all I have to say is this: if you liked nothing else about The Return, you have to be astounded at the Mauve Room.

In my opinion, it is the single best scene in all of Twin Peaks, S1, S2 or S3 and one of the great scenes in television and cinematic history.

I am trying to make a pledge to not 'overwatch' this scene so it never gets old on me.

And then comes Dougie, and I have to say, 4 years later, Dougie is as funny as ever. Love the casino scenes.

The one downer for me is that I have to suffer Wally Brando. I still have not warmed up to that scene and probably never will. And it's doubly annoying because it comes right after that wonderful scene of Bobby crying after seeing Laura's photo.

Finally, gotta love the prison interview with Mr. C After 25 years, Gordon sees Coop again, except, something isn't quite right...
