IIRC Lynch/Frost still have full creative and marketing control, just as they had with the show in the 90s. It is unprecedented and unusual but it's how they ran that ship. What I mean by that, is that Lynch can be far more conventional than people give him credit for, and that can be a good thing.

It wouldn't be out of the ordinary for Showtime to provide critics with the first 1-3 episodes, this is a fairly common practice.
