I really don't think her voice is that different. Laura always modulated her voice depending on who she was talking to, her actual voice was much deeper and huskier than the persona she often embodied as seen on the show vs. FWWM. Once she got emotional, as she did on one of Jacoby's tapes, you can hear it change. Since it's all in diary form, and BOB's entries are, iirc, still written by Laura's hand even though she has no memory of it, I wouldn't be surprised if it were all Sheryl Lee... can't be sure but I think it's an option.

Jennifer Lynch has said in the past that if there would be an audiobook, she'd want to be the voice of BOB. Maybe that's what happened.
