I hadn't noticed it sounded odd but there was an actor named Nathan Frizzell credited as 'Voice.' I initially thought it was a voiceover artist doing the squeaky window squeegee but you're right, it could've been a Jeffries dub. Is the dialogue different in any meaningful way?

You're making me fear some kind of crazy scenario of record-company bullshit where Lynch wanted to use Bowie's scene in FWWM but Bowie's record contract still owns the rights to his "voice" usage and Lynch had to use a voiceover actor to re-dub the voice of Jeffries? Please, please tell me this ain't the case. That would be such a downer in an episode dedicated to Bowie. Besides, I think a record contract only owns an artist's singing voice, and not speaking voice.
I doubt there's anything going on like that in this scene but if there is, I'm theorizing on why they wouldn't be able to use Bowie's real voice if that was the case.
