Everyone played by Sheryl Lee, originating from the orb that was sent from the White Lodge to destroy the evil forces/Mother.
That means Laura, Maddie and the third (redhead) character that was intended to be central to what Lynch had in mind for season 3 back in the day 25 years ago (having her killed a third time).
That would explain Jeffries saying Cooper had already met her.

Could simply be a small Lynch,Frost recton/oversight but didnt Jeffries mention in FWWM the he'd found something at Judy's in Seattle. However Naido seems, so far at least, to be native the other world and can't see how she'd be living in a major city.
I wouldn't rule out Naido completely given the last few eps. But my feeling is Judy is a, yet to be seen, manufactured version of Laura (who similar to Dougie) is supposed to act as a means for our dead Laura to return to the physical work in corporeal form to stop Bob.

This is my feeling aswell. Since FWWM I've always thought Judy was Jefferies Blue Rose case. His Laura. His Teresa.Novalis wrote:

Hmmm... I need to rewatch a 2nd time but, what about the woman who shuffled toward Mr C as he approached and said she'd let him in the room? I had to watch with a lot of distractions so I only remember it was a very dark scene and I couldn't make out her face. So he "met" her "already"... I guess she seemed kind of young for someone we've been wondering about 25+ years though.. Was that lady named in the credits as something else?

- Judy is the monkey from Fire Walk With Me
- the shot in FWWM depicts Jeffries' encounter with Judy in Buenos Aires
- Judy is currently stitched up inside Naido's head! this is why she's emanating muffled monkey sounds
- Mr C - as Jeffries insists - IS Cooper, and thus has met Judy, in the Purple Room

I had an awful nightmare last night about The Jumping Man with Sarah Palmer's face. Honestly that shot was so freaky I kinda regret we had to watch the scene frame by frame to see it. I'm sure there are a lot of people who have no idea about this shot and it's a shame. It's too good to be just an easteregg ! Probably the spookiest thing of the 15 first parts.
Anyway, in this nightmare, Judy was indeed Mother. Hell if Bob is named Bob and Mike is named Mike, why an entity like Mother wouldn't be named Judy ? But if I had to bet, I think the Laura's manufactured version is a good one.

I'm nominating The Girl Running Crying With Face Over Her Hands across Twin Peaks high schoolyard when Laura's death was announced in the Pilot. She's mysterious and her image has been invoked enough I will recklessly speculate how she might be the elusive Judy.
She's been shown in that brief pilot scene replayed twice in The Return (most recently when Andy saw it during his vision/ experience in the white lodge w/ the Fireman) -- and the whole *face* thing pervading this Season is in keeping with her doing this -- and having never seen her face she would be easy to cast today with whichever actress as Judy.
The only problem is how/ when DoppelCoop would have "already met her." Maybe she worked at One Eyed Jacques casino when he was there undercover? ... Or in the hospital, but as a high school age kid it's hard to think where/ when else.
I dont' know how her involvement with Jeffires would've played out, but acc to TSHOTP and to Alberts' brief exposit'ing in Part 14, Jeffries was part of investigating Blue Rose cases in Twin Peaks area so I don't know that he didn't have a connection with a Twin Peaks- localized youngster, more likely with her parents; at any rate, solving the mystery of Who is Judy and Who Is The Girl Running Crying simultaneously would certinaly *ahem* kill two birds with one stone~ ; )
