I think it's an excellent decision.
If he's been away for 25 years, then the townsfolk who knew him well in 1989/90/whenever will be less likely to remember exactly what he was like, making it more viable for him to pass as his old self.

I just watched a very interesting film called "Butter on the Latch" by Josephine Decker. Not very similar to Twin Peaks, though it reminded me of Mulholland Drive, Lost Highway, and Inland Empire.

'Riget' (The Kingdom) and 'Carnivale' are the two series that have come closest to giving me that Twin Peaks feeling, but are very unique in their own right. Interesting that they too ended prematurely with only 2 seasons!
