I think Lynch has definitely been playing loosely with time even just in the editing process. For example in Part 5 there was a scene with Tammy Preston looking at finger prints. Has anyone ever considered that the acting and writing in the original series wasn't so much direct parody as it was just terrible acting and dissonant writing? I say this because everything about the series is either melodramatic or maudlin. I loved it then, and have a soft spot in my heart for it...

I likè the thoughts of Hawk/Glastonbury Grove being set in future episodes. It would make more sense why the scene wasn't resolved yet.

As more episodes are released and we get confirmation I'll adjust the timeline.

I guess what this new season has taught me, all its possible time travel themes notwithstanding, is that you can't go back in time, which admittedly isn't really Lynch's fault per se.
