Maybe, but he also seems to be in Audrey's unconscious mind, and on top of that he even represents Lynch himself, in a meta reference to Fenn's difficult behavior late into production.

Not that this is especially new, but it might help to look once more at the cut dialogue from the above-the-convenience-store scene in FWWM. We don't know why some of it was cut. Maybe Lynch didn't like some of it, or maybe Frances Bay had trouble speaking backwards. Who knows? It does seem to be in...
